A meeting was held on December 14th demonstration against the security bill, which was also attended by operators in the sector cannabis light. This bill, in fact, risks having significant repercussions on the sale and consumption of grass containing CBD.

The proposed law actually aims to equate light cannabis with narcotic cannabis, with a THC content of over 0.2%. This is definitely worth a try. against the World Health Organization, which established that light hemp cannot be classified as a drug as it has no narcotic effects. In fact, it contains:

  • Cannabidiol (CBD) for the vast majority

  • Less than 0.2% THC

While other countries are making progress towards the legalization of hemp, ours risks taking a sharp step backwards. This new decree comes after the Lazio Regional Administrative Court had already expressed himself against the decree of the Minister of Health Horace Schillaci who wanted to include oral compositions containing CBD in the schedule of narcotic substances. Now politics is trying again, with more vigor than ever. The results of the Senate vote should arrive in the new year.

The security bill brings Made in Italy excellence to its knees

The security decree, already approved by the Chamber and awaiting scrutiny by the Senate, would have important repercussions on hemp supply chain made in Italy. A sector that includes over three thousand companies, with approximately 15 thousand employees between permanent and seasonal workers, and a turnover of approximately 1 billion euros considering only the products related to the cannabis flower.

Chiara Lo Cascio, member of the board of directors of Csi - Hemp Sativa Italy, explains to the Domani magazine that the light cannabis sector is valuable because it provides work to young people, with an average age of 35, helping to bring them closer to agriculture and repopulating areas of the country at risk of depopulation. For this reason too, and not only for consumers, the light hemp sector is so precious.

The bill currently in draft provides for a complete shutdown of the sector because it prohibits everything: from the importation, to the sale, to the processing, to the distribution of light hemp.

Products banned by the security bill

According to what is stated in the security bill, the prohibited products would be "the inflorescences of cultivated hemp (cannabis sativa L.), even in semi-processed, dried or shredded form, as well as products containing such inflorescences, including extracts, resins and oils derived from them". Therefore, there would be a stop the trade of any product containing light hemp, from food preparations to oils and liquids for electronic cigarettes. This would lead to the forced closure of shops in the sector, while tobacconists would have to stop selling these types of products.

Medical cannabis

Currently in Italy the consumption of cannabis for recreational purposes is prohibited, while the consumption of medical cannabis. This is because the hemp plant is recognized for its incredible medicinal properties that are useful for managing a wide range of illnesses, from chronic pain to anorexia and cachexia. In our country the only entity authorized to grow cannabis is the Military Chemical Pharmaceutical Plant in Florence. It is estimated that every year in Italy approximately 50 thousand patients benefit from the effects of medical cannabis. Unfortunately, according to a survey by the Medical Cannabis Patients Committee, 74% of those interviewed declared that not being able to consistently use the product which would also be essential for their health.

Where is Cannabis Legal in Europe

Currently Cannabis (light and otherwise) is legal in Malta and Luxembourg. In France, Switzerland, Belgium and Germany the sale of light hemp is allowed. The Netherlands and Spain have rather borderline regulations, allowing the sale and consumption of “classic” cannabis in coffee shops and social clubs.
